The OSCE is an integral part of “European†security, including both the Transatlantic and Eurasian dimensions. In the network of European security organisations it is distinguishable by its broad membership, its comprehensive mandate and its activities in its field operations. The OSCE is the only regional Organization for co-operative security issues in which States from Vancouver to Vladivostok participate on equal terms. The OSCE’s comprehensive approach to security is based on high-level political dialogue and a broad range of flexible institutions and instruments.
